The answer is always yes!

When you are planning to carry out any work or activity that affects the normal operation of the road, footpath or berm, you must submit a Traffic Management Plan (TMP)/Corridor Access Request (CAR) before you start. These ensure that all works are done safely and in compliance with national regulations.

Be aware that this applies to everyone – utility companies, Council, commercial operators (large or small), and private individuals. 

A TMP is required when undertaking any works on road, footpath or berm including signwriting, painting, window washing, placing of skips, scaffolding and or equipment that might affect the normal use of the road or footpath.

A CAR is required for any type of drilling, digging or excavation in the road, footpath or berm, and this includes work that may need to occur above the footpath or road.
